circling an area not terribly far from where we are standing. circling the area over watertown. the faa has declared the area over watertown a no-fly zone mink that that helicopter is a police helicopter. again, investigators think that they know where this second suspect is. that would be a major development here. obviously, for the people of boston, a short time ago. police chief of boston, ed davis, came out here along with governor duvall patrick, aannounce t announce the city of boston is on a shelter in place order. for hours now, including the entire city of watertown. the latest we have out here, pete williams, nbc news. haes be he has been right on this one all along. the investigators believe they know where suspect number two is hold up here in watertown. police helicopter flying over the city. now, it is just frozen in the air. it is stationary i would guess maybe a mile from where i'm standing here with all the gathered media from around the world. police keeping us in this spot. no one being allowed to go into watertown. the entire mass transit system in boston is shout down.

in watertown is a no-fly zone. so it is one police helicopter. that is what's going on right now by f.a.a. decree. it is a rapidly changing situation. things going on in boston right now. as we were driving from watertown to boston, we saw a street blocked off, special operations, big black truck in front of the house. ten police cars. all kinds of commotion going on there. there is a number of things going on. how many of these things are going to be fanning out to somebody taken into custody. it turns out to be a suspect or provides key information. we are going to have to wait and see about that. in watertown right now, massive, massive police presence. i'm talking about cities from all over massachusetts including boston and watertown. a helicopter hovering overhead and a report from pete williams. he has been right on this one from the beginning. they do believe they know where suspect number two is holed up here in the watertown. >> not just people but also mass transit through this area. everything shut down. terry mcsweeney, thank you so much. we will be checking with you in just

time this afternoon. we know that the faa has established a no-fly zone over watertown, massachusetts. amtrak has been suspended indefinitely from new york to boston. let's get to scott cohn. he's been in boston since the attacks. what's happening where you are, scott? >> i'm also in watertown, maria, and for much of the day, really for all of the day, we were on mt. auburn avenue, which is where the chase went down overnight. we've moved more for transmission issues than anything else, it's not that the situation has changed appreciably, but i've had a little different vantage point of the same things that bill was talking about. and it took us a while to figure out what was going on. but it seems pretty clear, they were just, as they said, they were going house to house. and it looked like they were sort of going sector to sector to sector. there would be an aerial reconnaissance above, sometimes there were military helicopters accompanying them as well. and then you would see lines of yu uniformed police officers and also s.w.a.t. officers going door to door, with guns, not necessa
